Tidöavtalets migrationsavsnitt – en skamfläck för Sverige
Har nu läst Tidöavtalet, den Kristerssonska regeringens handlingsplan. Eller mer korrekt, regeringspartiernas avtal med SD. En förvånansvärt lång och detaljerad text. Finjusterad med partiledarna i höstas under helg på Tidö slott utanför Västerås. Därav namnet.
Ägnade mest intresse åt avsnittet om migration och integration. Deprimerande läsning. En osvensk ton. Inhuman. Nästan hatfull mot invandrare. Som regeringsdokument en skamfläck för Sverige. Lite av: ”Vi skall djävlar anamma se till att göra det oattraktivt för flyktingar att söka sig till Sverige”. ”Vill de stanna får det bara vara tillfälligt, och vi skall ställa krav, de måste kunna försörja sig.” En gåta hur de borgerliga partierna har kunnat gå med på något sådant. Tyder på en hejdlös lusta på regeringsmakt som SD skickligt utnyttjat. SD har fått mer än vad de i sina vildaste drömmar skulle ha trott var möjligt.
Kort sagt, migrations- och integrationsavsnittet i Tidöavtalet är en etnonationalistisk programskrift modell SD. Typ ”Sverige åt svenskarna!” Här bara några citat:
”…möjligheterna att leva i landet utan tillstånd (ska) försvåras.”
” …stärkta möjligheter att visitera intagna (på Migrationsverkets anläggningar), kontrollera besök och genomsöka bostadsutrymmen…restriktioner för den enskilde från att röra sig fritt.”
”…ta fram förslag som syftar till att så långt det är rättsligt möjligt begränsa asylsökandes rättigheter…begränsa den humanitära skyddsgrunden.”
” ta fram ytterligare skärpta krav för att erhålla svenskt medborgarskap.”
Ekonomiskt feltänkt
Mest störande för mig (bortsett från bondska språket och den högernationalistiska kärnan i texten) är att det är fundamentalt samhällsekonomiskt feltänkt. Svensk ekonomi tjänar på invandring om vi tillåter oss att titta lite längre än näsan räcker. Så har det varit historiskt. Så kommer det att bli även i fortsättningen.
Vi måste lära oss att se på invandrare ungefär som vi ser på våra barn.
Vi skulle aldrig drömma om att betrakta våra barn som något som bara kostar. För visst är det dyrt med barn. Både för föräldrar och samhälle. Enorma kostnader. Men vi ser den kostnaden – helt rätt – som en investering. Som en satsning på framtiden. ”Barnen är vår framtid!”
Exakt så måste vi lära oss se på invandring. Som en investering. Invandringen har investeringens karaktär. Något som kostar idag men ger avkastning längre fram.
Att det fungerar så ser vi redan i statistiken. Hög svensk invandring under lång tid, säg genomsnittligt ca 50 000 per år i nettoinvandring sedan 1990, har fått positiva effekter. Vi har exempelvis ett åldersproblem i Europa. Enligt Eurostat minskar befolkningen i EU-länderna de kommande 50 åren, fram till år 2070, med nästan 20%. Betyder förstås att EUs produktion och tillväxt krymper allt annat lika. Och att EU-länderna får ökad äldreförsörjningskvot. Tack vare invandringen bryter Sverige det mönstret i EU-kretsen Medianåldern har till exempel inte ökat i Sverige de senaste tio åren. Tvärtemot alla andra EU-länder. Beroende på invandringens låga medelålder kommer Sverige också att få lägre äldreförsörjningskvot än EU-genomsnittet. Vi svenskar tycks också förstå värdet av den här utvecklingen. Enligt en färsk Pew Research-studie (2022) är svenskar de enda i Västeuropa som tror att nästa generation får det ekonomiskt bättre än dagens generation.
Bara för att undvika missförstånd. Är inte så att jag är blind för invandringens och integrationens negativa sidor. Invandring skapar kortsiktigt kostnader. Massinvandring på kort tid som 2015 skapar extra höga kostnader (men statsfinansiellt blev 2015 och åren närmast efter inte alls den katastrof som SD och många andra hade trott, tvärtom blev det en plusaffär för staten). Återigen, invandringens kostnader är en investering sett i samhällsperspektiv. Däremot, om inte nästa steg – integrationen – fungerar, riskerar investeringen att bli ett bakslag. Mindre samhällsekonomiskt lönsam. Lönsamheten skjuts framåt i tiden. Den risken finns absolut. SDs kritik mot integrationen är i långa stycken berättigad. Tar väldigt lång tid i Sverige – ungefär tio år – att få ett arbete för en utlandsfödd person. Ännu längre tid att bli självförsörjande. Sverige har varit dåliga på integration av våra utlandsfödda. Sämst i världen om integration mäts i arbetslöshet bland utlandsfödda enligt en OECD-studie från 2013. Det gäller oavsett om vi pratar om ”low skills” eller ”high skills” jobb.
